Public confidence in the police's ability to investigate crime is at an all-time low. Cuts to police funding and falling numbers of officers have resulted in high numbers of victims waiting months or even years for a decision, or failing to have their cases pursued at all.

Shops may want to prosecute someone who has shoplifted from them but where the Police refuse to act because the value is too small.
Companies may want to take action against someone who has stolen from them for example an employee or former employee who has committed theft or fraud as well as bringing disciplinary action against them under employment , legislation but have been told it is only an employment law case.
Companies may also want to pursue third parties who infringe their trademarks by selling counterfeit or imitation goods either in person or on line, in order to maintain the integrity of their brand but have been told the case is a civil law matter.
